The Russian Federation, like any other participating state, enters the Smart Cities architecture solely on the principle of free will.

This is a conscious decision — to integrate society, its property, and the form of the people’s, or rather international, economy implemented through the Master Project algorithm.

The principle of free will runs as a red thread through the entire project architecture — from legal registration to digital traceability, from collective signatures to the platform for collective consciousness and cultural identification.

State participation does not imply a transfer of control; it represents inclusion within the system — without the use of state property or budget — through the establishment of a network node under the Charter and Annex 1, which describes the prototype of a permit in the absence of a formal one.

It is a legally defined point of co-creation, subject to positive evolution as participation matures.

The state, as a political and economic platform, is not yet engaged in these vast opportunities, briefly presented here and detailed further in the Smart City | GPCUNET Charter.

Lacking its own production hub and not acting as a manufacturer or employer for its population at the necessary scale, the state becomes a user of the architectural system — to its undeniable benefit.
All goods, services, and resources are acquired at producer prices — that is, at the architecturally fixed value of the Smart City as a productive network unit.

The Smart City is not a competitor, but the future of all participants in a common value chain — without conflict or opposition.

At the stage of accession, little is required — this simplicity is intentional, enabling participation now, not later.

The managing company, appointed by an authorized body, receives the right to administer the corresponding portion of the Master Project’s property.

It acts not as a seller, but as a trustee-manager on behalf of the seller (the Smart City Master Project itself) of the products manufactured within its managed Smart City modules.

Producer prices are formed within the Master Project.

The state always knows what it purchases directly from the producer at producer prices, while independently determining domestic resale prices and retaining the profit from the difference.

The managing company does not own the assets; it acts in the interest of the project and under architectural supervision — as trustee and co-manager of the portion of Smart City property assigned to its module.

All profit from product realization is accumulated within the project and directed toward the development of Smart City, the expansion of its modules, and the strengthening of social infrastructure.

External participants may represent the project’s interests and take part in management, but they do not profit directly — only indirectly, through the growth of the managed value mass and the social effect, which must be understood as the strategic and most profitable outcome.
